In the UK it is obvious that there is no possibility of continuing with budgetdeficits of some 13% of GDP, the present prospect if no action is taken.
Unfortunately however the recent UK Budget produced no credible plan for dealing with this problem. It swept it into the lap of the new government after the May election, whatever that government is.
The UK and the Budget: Shaw Capital Management Korea. The UK cannot delude themselves that rapid resumed growth will lead to a rapid return of the previous revenue streams. UK growth in most forecasts, ours included, is projected as slow. In our view there is a good reason: the continuing shortage of oil and raw materials worldwide prevents rapid growth for the world
as a whole and since emerging market economies are continuing to grow rapidly that restricts the growth possibilities in countries like the UK and other developed countries.
We are already seeing inflation spread into China and otheremerging countries, forcing a tightening of policy.
It seems likely that this tightening will be enough to restrain world growth to rates that will not push commodity prices much higher.

So even the fast-growing world economies are being forced to limit their growth ambitions; as for the UK they are achieving recovery, but hardly enthusiastic growth.
All this will only change when innovation in raw material use has freed up net world supplies.
Fortunately the flexibility of the UK labour market has restricted the jobs fallout. Unemployment has peaked below 8% (just over 5% on the benefit-claimant measure) as people have opted for wage freezes or cuts and shorter hours so there is underemployment
but not the disaster of double-digit unemployment rates.
But this environment is one in which tax revenues will not recover much and in which the demands for public spending will continue.
Time will tell how big the structural deficit that will emerge once the recovery is complete may be.
But policy decisions cannot wait until this is better known. So in this Budget the need was to produce a five-year public sector adjustment plan.
Two things should guide this plan: keeping the taxes down and competitive, so that growth and innovation resume, and restoring efficiency in public spending.
The UK and the Budget: Shaw Capital Management Korea. Spending cuts to begin with the last, the current government unleashed a massive surge in public spending from 2000, raising it by 8% of GDP before the crisis raised it by more again.
Everyone knew that without reform and gradual increases, such money would be wasted; there is no practical way to spend such vast sums without raising wages and wasting money on speculative projects.
Productivity in the public sector duly slumped and public sector remuneration including pensions has surged past the private sector where market forces suggest pay should be higher to reflect greater insecurity.
The UK and the Budget: Shaw Capital Management Korea. To reduce public spending back to where it started in 2000 as a share of GDP (at around 36%) would require it to grow in real terms by about 16% less than real GDP over the next five years. Since total GDP growth over that period is likely to be about 10%, which means that spending must be cut by about 1% a year in real terms.
This is a feasible target. The UK Treasury under Gordon Brown became a brute instrument of spending increase, oddly somewhat against the protests of some departments worrying about wasteful effects. The UK Treasury was never traditionally like this very much the opposite, a place from which wringing money was like getting blood from stones.
It should be returned to its traditional function of restraint; Treasury control, old-style, is the best instrument for forcing departments to find the economies they privately know they can make.

Shaw Capital Management Scam Info: Warning to renters against Internet scams to snaffle your cash

HOUSE-hunters were last night warned about Internet scams claiming to offer cheap rental deals in Oxford.
A number of adverts have appeared on rental websites such as Gumtree offering cheap flats in and around the city.
But when contacted, the so-called landlords claim they need up to £800 in advance as a deposit before the viewing.
Oxfordshire Trading Standards spokesman Ian Marriott said: “Our advice would always be that if someone is asking for money before letting you view a property, then walk away. It’s probably a scam. No reputable landlord would ask for that.”
Mr Marriott said although officers were aware of the scam, they had not heard of anyone falling victim to it recently, although the Oxford Mail experienced a case recently (see below).
He said: “The problem with scams like this is that people might fall for it, but just put it down to experience because they are too embarrassed to come forward.”
Mr Marriott said people would definitely be falling for the scam, or else the fraudsters would not keep doing it.
He also warned that fraudsters could also get people’s personal details if they asked for ‘proof of identity’ to be faxed.
In 2008, the Oxford Mail reported how a dozen people had been swindled out of £800 each after sending deposits for accommodation advertised online to rent.
At the time, fraud officer Pc Claire Beach said she believed it could have been just the tip of the iceberg.
Police spokesman Chris Kearney said there had been no new incidents of victims coming forward to police since then.
He said: “But if this scam is rearing its head again, we would warn people to be cautious of what they are paying for.”
Gumtree spokesman Gillian Stark said: “This is an issue that we take very seriously, and as such we have advice across the site to warn people against using money transfer services when dealing with people they don’t know. We also actively encourage anyone who is suspicious of an ad to report it to us through the ‘report’ button on every listing. Our dedicated safety team will then investigate the ad and take action such as blocking the offender from the site, or work with the police to help secure prosecutions.”

I am currently searching for a new house or flat in Oxford and, like hundreds of other people, have spent hours trawling websites like Gumtree. But a few on Gumtree stand out as being too good to be true. One advertises a brand new flat in Oxford for £300 a month, all bills included.
As any house-hunter here knows, I’m pretty sure a flat that nice for so little doesn’t exist, so I emailed the landlord.
I get an email back an hour later, written in broken English but.
The ‘landlord’ wrote: “It is unfortunate that my past bitter experience of inviting people to come and view my flat without any form of confirmation of their financial ability and not keeping up to time as at when scheduled, has brought about great loss to me.
“I have travelled all the way from Ireland to take some interested candidates round my flat because that’s where I work.”
I am then asked to send £800 via Western Union to show that I am ‘committed’ to renting it.
But when I refuse, there is no reply.

Congratulations Penny Dreadful Productions (PDP) on the successful grand opening of The Boiler Room, the first American Steampunk store and studio, last Saturday (May 21) on Main Street in Historic Downtown Duluth.
What a day of festivities starting with the doors opening at 10 a.m. to find Danny Hunter of Buford as the first patron in line. A Dragoncon and Steampunk fan, Danny was interested in having PDP make a Steampunk costume he conceptually designed. Danny was impressed with the store and studio and suggested that other Steampunkers must check it out.
Erin Bushko, co-founder of PDP, welcomed the guests and introduced Duluth Mayor Nancy Harris. Mayor Harris performed the ribbon-cutting ceremony in Steampunk fashion wearing pink goggles. “We are wanting to attract the unique and unusual to Duluth, and The Boiler Room is certainly that,” she said. “It is so exciting to have you here!” The mayor was presented a PDP original Dirigible Mayor Doll, and she mingled among the customers and Steampunk characters before departing to attend the Duluth Health & Fitness Fair on the Town Green.
Steampunk is a worldwide futuristic Victorian-age movement with a sub-genre of science and speculative fiction including elements of fantasy. A blooming subculture mixing Victorian fashion and sensibilities with fantasy and imaginary technologies. Steampunk necessities include goggles, pocket watches, brass and copper clockwork, gears and steam-powered inventions that go far beyond 1800s technology. Drawing on inspiration from Jules Verne and H.G. Wells, the contemporary Steampunk community is growing in popularity across the world with an estimated 60,000+ followers.
Performances by The Aeronauts, Hoop Essence, and Tartanic along with makeup effects demonstrations by PDP co-founder Matt Silva provided entrainment for all. “It is so nice this day is finally here, it has been several months in the making,” said Silva. It was an action-packed day that supported a steady stream of customers who visited the store until closing at midnight.
A props, costume, & oddities store, The Boiler Room is like walking into a museum of relics from their work. The counters are from “Candy Shop,” props used in “Blood on my Name” are for rent, and life casts in process to create zombies for a current PDP project project PDP are visible. As for the studio, there are over 20 professionals who represent a one-stop-shop for art direction. Services include set design, construction, and dressing along with costumes, wardrobe, hair, and makeup effects.
Expect a bit of Hollywood in Historic Duluth when you visit The Boiler Room. Welcome PDP and best wishes for your success on Main Street!

Boiler Room (film) - Wikipedia, the free encyclopedia
In 1999, Seth Davis (Ribisi) a 19-year-old college dropout who lives and runs an illegal but successful underground casino in his Queensapartment. Because of dropping out of college and running an illegal business to support himself, his father Marty (Rifkin), a New York Cityfederal judge disapproves of him and worries that Seth's criminal living may cost him his judgeship. In hopes to get on his father's good side, Seth joins J.T. Marlin, a brokerage firm based somewhere on the Long Island Expressway, after Greg Weinstein (Katt) comes to his home to check out Seth's business and offers him a job at the firm. Seth agrees and becomes a trainee under Weinstein.
Everything seems to work out for Seth in the early days of his job. Arriving at J.T. Marlin, he learns from Jim Young (Affleck), one of the heads of the company, what he needs to do to become a millionaire working at the firm. Seth learns the ways of the company and does very well at his new job. He also embarks on a romance with Abbie Halpert (Long), an ex-girlfriend of Greg's, which Greg shows disapproval of and who often worries about her effect on his friends and workers. Seth also becomes part of the crowd of successful stock brokers, including Chris Varick (Diesel) and Richie O'Flaherty (Caan), and lives a high-life type of lifestyle with them, usually going out to restaurants with them and seeing their fights with other people. He hits a few snags though, including fights and arguments he has with Greg when Greg becomes too worried about Seth's explosively good work at his job, and when Seth closes down his casino because his employees don't appreciate their significantly increased salaries.
Seth is unaware of the dark side of his quickly successful job, as the FBI have been tracking the firm for a period of time. The company is achop shop brokerage firm that runs a "pump and dump", using its brokers to create artificial demand in the stock of expired or fake companies by cold calling investors and selling them shares at prices set by the brokerage firm, which include a large commission to the brokers (up to three dollars a share for a penny stock). When the firm is done pumping the stock, the investors then have no one to sell their shares in the market, and the price of the stock plummets. This becomes a problem for one of Seth's clients, Harry Reynard (Nichols), a family man who is a purchasing manager of a gourmet foods company and is trying to buy a new house. After Seth sells him one hundred shares at eight dollars each, the stock market plummets and gets Harry into an excruciating financial situation. When Harry calls Seth back asking why the investment has done so poorly, Seth (under coercion from Greg) sells him even more worthless shares, convincing Harry to invest his $50,000 downpayment that he was saving for a family home. Seth promises a smooth process in the investment, however this promise does not live up and causes Harry to be abandoned by his family. Now well aware of the firm's fruadulent and unethical practices, Seth becomes deeply unerved by his work environment and how he has knowingly scammed Harry.
Seth is eventually arrested by the FBI for the violation of SEC regulations. He is taken into custody by the FBI along with his father, who was taken in for attempting to conceal his son from the federal law – a conversation that was of a taped phone call. Seth is given federal immunity, meaning he cannot be arrested for as long as he agrees to testify against J.T. Marlin once all the suspects are taken into court. He does this on the condition his father does not get involved with the case, as he exchanges that for information on the firm's techniques of selling, relocations if law enforcement gets too close, etc. Seth is released and instructed by the FBI to return to work the next day, only to gather evidence and leave shortly before the FBI raid the building by midday. To deliver evidence that can be used against the firm, he inserts files of investments onto a floppy disk and hides it away. Before leaving, Seth attempts to get Harry's money back by lying to J.T. Marlin the way they do with their clients. Michael Brantley (Scott), one of the company heads, agrees to go along with Seth's explanation, saying that in order to complete the process, Seth needs a ticket sale signed by a senior broker, something that his direct supervisor, Greg, has explicitly said that he would never do. On his way out of the building, Seth leaves Chris a note asking to meet in private, at which point he informs Chris about the raid and convinces him to sign the sale ticket. Chris then hastily gathers a few belongings from his desk and quickly leaves. Seth is then shown leaving the building deciding what to do with his life now that his job and ties with J.T. Marlin are finished. As he leaves, several cars including prison buses are seen speeding into the parking lot from which FBI agents emerge, ready to raid the building.
